Is the necklace and hat separate, so when i buy it can i unequip the hat and just wear the necklace?

No it's together, sorry. Necklace effect is tied to the hat. No idea what would happen if you also had a Ecliptic gem if the hat would override that effect.
It looks white in the front but red on the sides
