Does anyone know how to turn the uncrafted Vilis into vanity? I’ve seen multiple guys in game with it but the dude in Kraag only has upgraded set.

Do you want the blue one? You have to do the questline and then turn your armor in the vanity if you're talking about the orange one it's just in auction in the vanity section

Orange was a limited time vanity during event some years ago. Now u can only buy it from an owner.
