Was wondering if this was a bug or not. Is the Proc aspose to give the opposition in PvP the buff?

Question: Will there ever be a bonus with the Elite Items? (I HOPE SO) :D

i was in a 3v3 and I was fighting a mage with this staff and I got buffed
