Highest regen is still the lvl55 fortified set.

As a level 70, you will be looking into the Crafted Orlok or Humania sets for highest Dodge and Health regen. However, as E stated, the highest health regen in game is the LVL 50 Fortified Sword set. Not appropriate for your level however. ;)

If you are looking to maximize your attributes, the more strength you add will help with this.

Highest damage depends on the weather you are referring to skill damage or weapon damage but high damage comes with a high price in other stats.. Tiki beach bum bow set IMO is highest damage set between dex and str, shown here on pure dex bird

Of you're looking for the set that gives you highest survivability. It's the crafted lv70 str set. Survivability is a combination between dodge, h/s, health and armor, with h/s being the least important stat (for pve, since you have health pots).

Here are the stats for my bear with vanity set and 2dodge, 8 armor ring (with panda face)...

Panda face adds 3str, 2dex :)
