the sleeves, the boots and the back are custom runetech and the armor is the lvl41 vanity

Check the Crafting Station.
Scroll down til you see the "Custom Rune Tech Boots,gloves etc
Gather the Crafting Materials - it will be shown in there if u click it.
PS dont buy the recipe in the C.Station, check Auction instead.

The armor itself is called Custom rune tech. But that out fit also contains the lvl 41 arbitator's chest plate. ( vanity given when you reach level 41 )

Looks like custom runetech to me, too. I'm going with custom runetech, so that armor is custom runetech with arbiters plate vanity. Also, its custom runetech.
