In regards to the amount of kills you have, does the number only rise when you are still gaining xp?

It seems now I am not gaining anymore kills (after capping)

your not fighting in ao2 then

yep it seems as if he's not.
You have to fight at the highest campaign set if you're at the highest level. You don't get experience at lvl 45 since you have hit the level cap, but you do get more kill points.

Kills only count towards your kill count from enemies that grant XP.
