Rebalancing Quest Problem

I decided to do the rebalancing quest from dark acolyte to luminous templar. I accepted the Rebalancing Act- Part 1 and opened 100 templar elixir, turned it in to Septum Uru. The quest didn’t count as side quest. Right after turning in the quest I accepted the second part of the quest. Now the problem is I couldn’t find the second part of the quest in any of the quest log, how are players suppose to know what to do to complete the quest if we can’t read the instruction for it?

Maybe its a glitch in game that quest doesn’t appear in quest log like its supposed to?
