Now would somebody tell me where to get the quest for this please? Is it not like SL that you need to have a quest to be able to claim the item at the end and another to count kills toward the total?

No quest needed, just enter forest haven and walk to your left till you see a black hole. Enter it, smash chests, kill frag and get loot!

Yeah, those with the coin shield got in early when we "oops" and the event went out before it was supposed to. Hey, we're human too!
Anyway, the shield will be available once we reach the 5 Million mark. It isn't a quest like the Hive event was in Star Legends, but will be given out by an NPC in the world you talk to to get it - that is... if we make 5 Million chests busted. Still a ways to go and don't want to count those chickens before they hatch ;)
