Universal Guaranteed Lock Loot

I have noticed that the winter and event locks now have guaranteed loot tied to the locks themselves and not only the store. However, I don't think hoarding 120-600 of one kind of lock is something that is viable since we constantly have new loot that overshadows older loot. It would be less straining financially if the progress for guaranteed loot was shared across all future types of locks and it is persistent between events.

Yeah some thing like that. Stacking pity won’t really cause players to get new high-end stuff seconds after an event starts since the guarenteed loot is restricted to arcane gear.
