unlocking Skills???

i was just wondering if anybody knew when all the skills are unlocked (lv)

and what does nebula do? is ti useful?

1. Which class are you preferring to?

2. Nebula is a good PvE skill if you have a good PvE team.

Nebula + Growing Rage = High DMG Ticks / Awesome!
