I think 3 second is a lil ridiculous for proc time considering half of the time u hit mobs..i wouldnt mind 3 seconds if it had high proc chance but its kinda hard to proc and thats pretty ridiculous if u ask me...we need atleast 5 seconds on proc or atleast higher proc rate if its gonna stay at 3 seconds...@cinco pls buff this vest ...u can test it and see for yourself that 3 seconds is just not enough especially when proc rate so low

I highly doubt an old gear is going to get any buff. Quite the opposite, older gears get nerfed. To help you move forward.
