They don't enforce it, ever. I think they're only concerned with necroing.

I don't think they do. Not like there's a lot of useful threads to get sent to the bottom due to dumping.

Example if you need lol. When im selling something and have it posted in traders market once it drops to page two ill post bump ir since i found out that's against forums rules ill say "still selling". Also ive noticed a rise in necroing threads.
