Sorry, dont remember, which of the 3 Mini Bosses appeared before, i guess loot drop from Main boss is independent from Former Mini Boss.

Only devs can tell for sure, but....
I made hundreds of runs and the only time i got double loot (without boss lix) was, when i looted recipe. This means for me recipe must be on additional loot table. The only special loot we know of is the recipe. If recipe is on additional loot table and no other loot on this loot table luck wont help.
When i looted recipe i first got green bracelet got a reroll than a crate and recipe in addition.
My assumption is:
Luck helps getting pink bracelets but won t help with getting a recipe, cos is seems to be on additional loot table and its the only loot on that table. U get it or not.
Hope this explanation was kinda understandable.

Keep trying and you'll get it eventually and you don't need to use luck elixirs either
