I think you mean the flamethrower. Not sure if you can still buy it but in the store there used to be a area where you can buy a flamethrower for 5 platinum or 5,000 credits. Check the store for the item.

lol i almost stopped using skills with napalm - as it's either my 'not-aoe-flames' or NAPAAAAALM

now i use them strictly for tactical reasons - lurch the scorn out of the shield or blur myself in the middle of a crowd etc..
