Delete account option

Does the delete account button (not delete single character) actually delete all characters on the account after 90 days? Or does it just remove the account details attached to the characters but they stay?
For example if I had chars Abc and Xyz and I delete the account and after the required 90 days, will the characters with names Abc and Xyz get deleted and thus making the igns available for taking? Or they stay on the account (which wont be accessible anymore) and noone can ever take them again?

I have deleted alt accounts b4, it only deleted the ign associated with that alt, meaning if you have other characters with in that account only the deleted ign plus that char disappears. The ign is free to grab once you hit the delete tab. Hope this helps.
