I don't know if this will help you right now, but you can play from pc using Google chrome browser .

From what I can see, it should be available in the Apple App Store in Korea.

If the nationality of the Apple ID is Korea, you can't see arcane legend in the Apple

If that doesnt work, you can use VPN to create an Apple account from a different country, log in with that new account in playstore and download Arcane Legends?
