It will stay after the level cap rises. No one exactly knows if you will need Monarch to access it, but it would make sense. I believe the soul purpose of the Dungeon was to preview the campaign exclusively to those with Monarch. If that's the case, I'd like to believe you do not need to Monarch to access the Elite Dungeon when the campaign is fully released.
