if i were to accidentally buy plat and wants to refund, can i get a refund without getting banned? with my 1700 plats still intact

You can just initiate the refund. You'll only get auto-banned if your Platinum balance goes negative.

You can initiate the return through the store you purchased from (Apple App Store, Google Play Store, PayPal).
