Hot bars in pvp

Originally the hot bars where disabled to prevent proc stacking. Now that proc stacking isn't a thing can we have the same system in pvp that we have in pve? Gears being locked is annoying. You can enter the map and even if accidentally touched you can't change gears. Or skills which another thing that would be nice. If you go in with pve build can't change to pvp build while in the map.

I remember the thing people disliked most was glint set pulls by wars and proc stacking. You would die wearing glint set if a rog even looks at you and we can't stack.
