The black dragon "gear" also includes a helm, so was meant to match the helm to the armor. If you are wearing the black dragon armor and helm, then why would you also want to wear the OCD? It would cover up your nice dragon helm. Plus the black dragon will eventually also be vanity.

Well I figured if they changed the armor they would do the same with helm. Why would u want to wear the ocd? Cause it looks fnsick... but only looks good with demonic which is lvl 60 gear.
