I checked all my accounts and it seems that only the accounts that we spent enough money on, got the 7-day double xp as a thank you (i guess?),
meaning all toons that belong to the according account have that extra elixier.

I bought at least 6k platinum and never ever got a free weeklong elixer. Thats life, no use to complain since it is basicly a lottery.
