Hello, just two things I wanted to say.
1. Why doesn't my account have any free 2x week long elixir but others do?
It is completely random by Devs. It's obviously not a bug, so it was intentional, as it has not been fixed yet.
I don't believe it depends on money spent. Each week, they pick a good part of the PL player accounts and give every single character on that account a free 2x Week Long EXP Elixir.
2. The new Community Loyalist Shields
These vanity shields are obtainable from the 5-Day Daily Blessing.
From the 5-Day Daily Blessing, you can get the following:
1. 2500 gold
2. Combo elixir
3. Plat
4. A vanity shield
->4: Vanity shields are basically the shields with the community emote faces.
Two examples are the two shields I got from my account on my Day 5 today.
