Actually the other dragon vanities are from a 65/66 map
It just depends what you call the elite map, im guess theyll stay 71 like the CoP did after crafting

Yes. The old CoP had 1 helm for each stat. When turned into a vanity they were statless but required 56 because it formed the set bonus with the SoH. A level req for the black dragon most likely depends on if it have any sort of stats.

I think there was a piece that costed 5 plat, i could be wrong though.

I don't see why they would do the same thing, if it doesn't have stats then there isn't really a reason for it to have a level requirement. I'm sure people would like to wear these in low level pvp just for the intimidation factor.

EDIT: Wait, you didn't craft the regular CoP into the vanity version. You gave the old CoP to the Fallen Prince and he replaced it with the vanity version. During the 56 cap you had to do several quests like the Mystery quests to get the pieces to craft the Dingy CoP into one of the class specific CoP's.

Black dragon gear will be gone; the elite dungeon will become the town for Blacksmoke Mountain.

This is what I thought/hoped. With the added twist that there would be an added effect when coupled with the new elite weapons. So match dex vanity armor with lava bow ( forgot its name) and get an extra effect.
Otherwise the newest elite items don't match with anything! Yet the mystery mash elite items create sets with new crafted.
