skill awaken system?

can we bring this system to AL with level 86 expension?
Lot of people are just not using lot of skills in maps and pvp i think its time to bring skills awakening system to AL.
I think its about time we bring appropriate skill awakening system to AL and have lot of useless skills that lot of people don't use it give them proper awakening buff to those skills since we are bringing level 86 expansion soon. can we bring skill awakening system with it? IM NOT TALKING ABOUT IMPLANTING AWAKENING GEMS ON SKILLS IM TALKING ABOUT GIVING SKILLS NEW EFFECTS AND BUFF AND DEBUFF WITH THE AWAKENING SINCE YOU ALL DONT WANT TO BRING NEW CLASSES TO AL!!

isnt that exactly what skill awakening is basically? with different effect and different buff and debuff and different icon for skill ?
