Are Legionnaire's Insignia still dropped?

I'm returning from playing over 10 years ago... I have an open side quest "Helm of Orc Slaying" in which I need to craft a Nomerite Helm. In order to do so, I need Legionnaire's Insignia... I see them for sale in auction (for like 20k per insignia!), but I don't seem to find them anywhere else. Are they still being dropped if I run maps?? What is the drop rate?

Rengol bosses drop them on normal maps, they also drop from orc shaman effigy.

easier to just purchase them bulk on the auction than drops, they are now 11k each last time I checked
