Its not birthday hat, its party hat. People earned them from waving to Ambassadors of Alterra, sadly these party hats were removed, so you cant get it anymore. :(

They were also purchasable with platinum during the PL Birthday event

There are different types of large Party Hats that were either AoA's or purchasable in the Platinum store, and during a certain time period you could wave and get a mini Party Hat. But you can't get those anymore, but I'm sure new Party Hats are coming!
