Lol! Nah dude. My guess is that's really old, or somebody faked it. Notice it has no publisher name and the box art isn't available? Also notice the number of players is 1 and the platform is unavailable? It looks very unofficial, or very old.

Maybe it is old. I typed in arcane legends gdc and this popped up.
Why there's no publisher is because sts don't need them they do it themself.

@Bodmaster Could well be. Perhaps the 2014 was wrong and it's December 31st?
Then again, if the terms/service was put up yesterday, it can't be much more until release. It wouldn't be put up this early if the release was in December.

ToS is usually put up around a month in advance, but who knows. I do know we (droid) could prob be playing now if StS hadn't decided to wait until AL was approved :p
