does anyone know a GOOD website i can create for free OR/AND a way that i can create an app for free on apple?

Websites need to have a hosting package or licence, and without one you can't make one. You can make a forums website on a couple of websites but its generally hard to create a website for FREE.
Apps for Apple require you to be a developer, which you need to buy for I think it's 100 dollars for a year.

Depends what it's for?

There's many free website's, Good, can mean anything depending on its user.

All the Great/Good sites are pay. (This, vBulletin, being one of the most expensive)

When I had my own guild, I believe I used Forumotion. You name the website, it's URL and sections and there ya go!
