This is a canned message...It says that anytime the server is down regardless of the reason. Seems like the servers may have crashed and it just needs a manual reboot. I highly doubt the devs are going to wake up at 2am to go into work because they're so stoked to give us a new level cap that they just couldn't wait until regular business hours......
