how to get to sts 25?

Lvl 44 here... got all the magnetic shards for the hood quest... next is shadow shroud part of quest which is to locate dr chaplin on sts 25... i cannot access this part of quest... did i miss something? It still has a lock on that part of quest under missions and I don't know why...

you have to defeat the boss in level 3 to access sts 25
