It can be hard to search on forums sometimes because you have to choose the right key words. However, in this case, searching for "level 13" shows me a list of posts, two of which clearly show the answer the the question asked.

This isn't the only thing that gets repeated. I see so many of the exact same suggestions, namely trade, pvp, and guilds. I think the devs should make a sticky of things they have acknowledged and are addressing (I think they created a post but never stickied it).
