drop error?

Does anyone confirm if the Shadowbound Armor container has been released? I have never seen it even in the store

Its craftable, and by reading its recipe description, I would say it only drops drops from lich boss(wave 25 and 39), I also think it's a rare drop, if it's, I would like to keep it like this.
