Devs.. Please explain logic and reason?

I have been playing a while and while I might not be a pro I could kill each of the classes half the time (most not all players) with the new update the bear gear has greatly limited fairness in PL in my opinion. I could be wrong and if so could you explain what your logic and how I'm not seeing your goal for this update. I look forward to here your thoughts.

Good bears have always been tough for mages. This cap, str gear is very good. I think the dmg might be slightly op, but definitely not unbeatable. I learned right away to shield before you fight one. Also, make sure to debuff right away. They can be beat! :)

Birds and Mages have one pro playtype They Can kite!!!! They can use their range if they run in to close bears are going to tear them up :/
