Hi,
I'll try to explain this as good as I can.
Right now any increase in haste after a skill has been used does not affect the cooldown speed of that skill. The steps to reproduce it would be like this:
1. say we have 0 haste
2. we use a skill that has long cooldown
3. we proc some gear that grants us more haste
4. the cooldown of the previously used skill does not speed up. It will only work on next usage after the cooldown has been finished. Here is the thing, I would expect the skill cooldown to speed up immediately after being granted more haste.
So my question is can you let haste changes speed up/slow down active skill cooldowns in "real-time"?
