Most events we have locked chest recipes in the vender no one buys since they can be opened in the store for the same cost or the chest is lootable via bosses which makes it super cheap.
Ever thought about unlocked chest recipes that cost tokens instead? It will fix the over flow of locked chests in the game and allow people to spend their tokens on something useful which can be a gold sink at the same time. 300-900 tokens per recipe, 50k-150k gold, 1 or 3 chests. 1 open, 2 opens, 3 opens.
Most people only loot 2k-5k tokens on average in some events unless you run lb.

I think it's just to keep a chance to pull specific lootable items after the event, like this one the temple the locked will contains new speed set, people later on will try to search for it for a chance to loot the set, this is why

Some events aren't like this, for example: the current event, the Boss does drop locked but with a low drop rate, i've probably run 30-40 hours of it and some elixirs( 1 hour duration) didn't get me any massive, meanwhile I can get easily 20-40 recipes in that one elixir.
The droppable lockeds probably wouldn't be able to meet the needs after the event, specially when store is always getting sold out and with something new like and expensive like the siphon stone on it

1) Because it allows you to have crates AFTER the event. People that open crates don't just open them during that event, I have crates from over 2 years ago that people still buy. It also yields more crates than farming them.
2) Depending on the crate contents, Its actually a good source of income for F2P players that have elder crates. I'm surprised you of all people would suggest against this.
2.1) Keeps expansion crates useful during the duration on the expansion.
I actually like your idea because I miss unlocked crates, but there's no need to remove something else for that to happen.

There's less of a reason to craft them when we can shortcut our way to these locks in store/vendor.
- Store crates used to be in limited quantities (200-300 locks per 2-4hrs), so the crafted locks were in high demand - nowadays we have unlimited quantities in store.
- They added Crate key vendor locks in unlimited quantities as well (which used to be exclusive to crafted/lootable locks).
