I feel like its bugged. Their proc is really tough to proc in PvP, can it get fixed by any chance?

Sorry but there is no bug here; it's just not a high proc chance.
It is set up this way because the weapon is primarily a PvE clearing type weapon (given the fact that the aura damages every enemy in range). In PvE you have significantly higher chances because you are generally hitting a lot more enemies... whereas in PvP it's generally just that one other player.
