three headed belt non-stacking

I ran a lot of runs on different maps and I didn't get at least 1 stack of primary stats in zone promised in the item description , would this be a bug or is it really incredibly rare that I got 1?

Are you using it with sb set? Before we had sb amulet people complained about mages having an advantage by being able to use sb set alongside 71 amulet to stack int, while war and rouge couldn't, because they need ring/belt. Because of this they disabled the stacking when using sb set.
