Did I miss a quest in Dark Forest?

My World Map shows 12/13. My other characters have 13/13. I look around Ursan Weald but I can't see anyone with a big yellow exclamation mark. The only hint I have tells me to talk to Rolke in Fort Blackstone. Rolfe has a quest, yes, but it seems to be a Balefort Quest, "Takin' Names".

What am I missing?

Im pretty sure you have to do a fair few quests in balefort castle before you go back to Ursan weald.

What level is your char? You can't get the last quest from the Bird in Dark Forest (the move-along now, nothing to see here, go to Balefort) until you hit level 15. I usually just move on to Balefort and then backtrack to grab that one once the magic number is reached.
