I cant play Arcade Legend But How Do STS put it in 2 state only because im not smart at this but all i'm saying is how sts only put the app for 2 states ?? (I'm Soo Curious)

Two states? You mean Canada and Australia? Because each county has their own location codes and STS can limit them to whichever country they want.
