Transferring username bug

I have an account with a character username that is associated with a different email than the account that I mainly play on (no char slot at the time) and I would like to transfer the username over to a character on that main account. I tried deleting the character and then creating a character on the main account with the same username, but it said the name is not available. When I checked in game by trying to friend the account, it says the username does not exist. I can get back the username on the account with the different email. I was wondering whether this was an intended feature (more specifically, if usernames are "bound" to the account after you select it even if you delete), or if there was a grace period after deleting where you still own the username, or if this was a bug?

We hold the name with the old account for a period of time (2-4 weeks).
