allies missions & level 32 power?

Hi everyone two questions it claims in the allies side missions that they will give you an item equal to your level i am level 31 but only receive level 30 items and that goes for the campaigns also why is this ... 2nd question even though im going to revamp my power points to upgrade my stats why is there a level 32 power when we are capped off at 31 ? Love the game hope someone can help with these questions thanks....

Only legend items like viper twins and elegant death are made lvl31 commons and rares are just lvl30. and the lvl32 powers will become availabe at the next lvl cap update
