Yes but I’m not for sure how many posts it takes
Like in the pic in the first post here, it will say:
“ you may post attachments “ under “posting permissions “

It doesn’t take much, I made this new acc that hasn’t done much & it lets me attach pics

I'm facing the same issue and I just contacted support. The reply I got was to have around 10~15 constructive posts before it'll be lifted. Hope it helps :D
