When CTF/DM Powers not working occasionally

Im sure a lot of players have this experience when we in CTF/DM, vermin swamp or fatal brust didnt apply to opponent. This is very frustrating and annoying. Please fix.

And whats up with the glitch that when gates are not open but 1 dude can be out there and score a couple points? Thats messed up. Fix that too! thanks!

ive even seen ineffective powers in pve

Yes, happens lots of times where I use power, nothing happens, then 10 secs later I am dead and monsters walk away, I think it is my connection, but not sure. Also with pvp, I use power nothing happens at all.
