Rogue pierce perk bug

Not sure if it is intended to only work when charging the pierce but.
Charging the pierce reduces my own crit by 10% when target is hit and not the target's crit.

Charged only is intentional (it's a perk of a charged only mod). Description is updated if you patch.

Debuff affecting you instead of your targets is fixed for the next update.
