what level i need to be for get good set like 35 or 40 or 45 or 50...? and more on to top 76 now i level 28 mage?

The only sets you can get that have ACTUAL stat bonus' are:

LVL 25 Crystalline/onyx/earth sets
LVL 50 sets
LVL 55 sets etc

Actually there is the level 35 copperhead set, and the voodoo staff set for level 35
