i cant find any anywhere, any idea of where i can find it?
Brakenridge Forest and Ydra Forest, I can confirm for Ydra Forest as I saw one drop there.. No sure about Brakenridge ;)

It's been officially recognized that Alejandro drop rate is erroneously low, and it will be fixed in a future patch. You can continue to farm it now or just wait till it becomes more feasible to start... since there's no achievement for it (having all pets), I doubt it's got much worth right now.

Can you post a link? All I can find is Sam saying they were looking into reports that it was hard to find, which is not the same as admitting there's a broken drop rate or a coming fix.

Oops. I WAS referring to that quote. In that case, you're right -- there is no outright admission that it's broken or a fix is coming. Apologies for assuming.
It's my anti-PR skills coming in from my journalist training. xD To my senses, that same Sam quote was both an admission and a hint of a fix (otherwise they wouldn't have posted it.)

I really think its a broken quest and not a broken drop. It's the only variety of pet you can't get from a companion quest, and it's in the stable right in the middle of all the ones you get from those quests. I know people have reported knowing people who have one, and if so maybe there's something else going on. But then again, I don't put to much faith in "I know someone" stories unless screenshots are included ;)
