Bug: Deceivers of Force

I am currently using pink level 15 rogue weapon the Deceivers of Force.

The weapon description states that there is a chance to proc a 10% speed boost for player OR a -80% speed debuff on enemy.

Yet.... I am constantly being hit with the debuff. I don't think this is working as intended.

I see now that Tori posted the same thing. Considering myself answered if it covers the L15 version too! :)

It covers each and every instance where the -80% speed debuf mechanics is used so plenty of annoying pinks out there :-)

Yes I have this problem and it's very annoying because I go really really slow at times.
