rogue procs bugged?

Biter blades proc 25% Dodge but I never see it process. The decievers blades of brutality is supposed to slow the enemy down 80% but it slows me instead. Finally some of the procs from warrior weapon negates my cloud as does the mages clock AOE. Can these get fixed in today's patch when you fix 70 plat arcane bundle armor?

The slow proc is currently broken. It does slow you down instead of the enemy :(
