That just means that the bonus may get a change (receive a buff or a nerf), and has nothing to do with current gameplay experience or how the set works at the present moment.

I don't know what you mean by that. Just like every other set, the bonuses they give is not active if at least 1 item from the set is unequipped.

Procs however, they remain active despite switching to a different set/gears.

So yes, bonuses is lost if you switch to a different set/gear.
