So the champion pack bundle, I'm L11, so would that mean if I bought it, it would be L11?? And if I bought at L15 it would be L15?

Yup. It is scaled to your level when you bought.

i'd wait to buy at lvl 15 or it will be hard to sell your lvl 11 items once you dont need them.
